Parcel import changes in Europe: Elimination of the EU de miminis exemption:
As of July 1, 2026, the European Union has ended the €150 de minimis customs duty exemption for low-value imports. Small parcels shipped directly to consumers from outside the EU now face a flat €3 customs duty per declaration line, with extra handling fees and product data tracking rolling out later in the year.
What is Changing
- Duty Charge: A flat €3 interim customs duty applies to each declaration line for items valued under €150.
- Handling Fees: Additional EU-wide handling charges (around €2 to €3 per package) are expected later in 2026.
- Data Requirements: 6 digit HS Code per item required for customs clearance
- VAT Import VAT rules remain separate and vary by country from 17% to 27%
Timeline of the Reform
- July 1, 2026: Interim phase starts with the flat €3 duty per line item.
- Late 2026: Rollout of standardized EU handling or processing fees.
- November 1, 2026: EU requiring new data elements: Product Identifiers:
PID Product Identifiers:
- Merchant Product Identifier: The unique internal code or SKU for the item
- Non-Standardized Manufacturer Product Identifier: The unique part or product code assigned by the original manufacturer/supplier
- Standardized Manufacturer Product Identifier: A globally recognized industry code with a barcode, such as GTIN, EAN, UPC, or ISBN (Include only if it exists)
- Mid-2028: Full transition to the EU Customs Data Hub, replacing the flat fee with standard tariff rates based on exact product classification.
Key Pitfalls to Avoid
- Misdeclaring Values: Customs authorities now cross-reference electronic data with market prices; undervalued packages face automatic rejection and fines.
- Shipping DDU (Delivery Duty Unpaid): If you pass the €3 duty and handling fees to the consumer at the doorstep, package abandonment rates will skyrocket.
- Vague Product Descriptions: Vague labels like “gift” or “clothing” will trigger immediate customs holds under the new data tracking rules.
